How to Count Business Days — The Quick Answer

Count every day between the two dates except Saturdays and Sundays. A week contributes five business days, so a span of three weeks is fifteen working days — before subtracting any public holidays.

Does this exclude public holidays?

No — it excludes weekends only. Public holidays usually fall on weekdays, so they're counted as business days here. If a deadline spans a bank holiday, subtract one business day per holiday for an exact total, since those don't count as working days either.
